The final Cartel mission is the shortest one if you complete the secret objective. Just do what I did, and send your AT units to destroy the AA units in the base on the top left and severely weaken the HQ. Simultaneously, you need to advance with your ground forces to capture enemy structures to boost your resource gathering. Your final objective is to rush the countermeasures research and build underground exchanges to get more Valkyries. Other than that, just bomb the enemy HQs, starting with the left one as it should have next to no AA after your opening move. A way to improve on my strategy is to research the SEAD missiles for the X-32 bombers and have them bomb/snipe the AA units guarding the HQ on the right. Valkyries with flares should have no trouble surviving the AA fire regardless, but destroying the AA units guarantees it. The mission completes as soon as you destroy the last HQ.
