(13 Jun 1999) English/Nat The U-S Secretary of State Madeleine Albright says Russian forces will not be carving out a sector of their own in Kosovo, as part of NATO's peacekeeping mission there. She says Russian forces controlling the airport at Kosovo's capital city, Pristina, are out-maned by thousands of NATO troops moving into the province. Albright says NATO is confident that differences over Russia's role in the Kosovo peacekeeping effort can be worked out. United States Secretary of State Madeleine Albright was back in Washington D-C on Sunday, after a tour of Balkan refugee camps this weekend. However rather than basking in a NATO victory against Serb forces in Kosovo, she was busy down-playing Russia's surprise move into the province. She says control of Pristina's airport by a Russian force of some 200 is not preventing the thousands of NATO troops now moving in to the province from carrying out their mission. SOUNDBITE: (English) "I was in a conversation this morning with General Clark who made it very clear that the Pristina airport was not something that we were even going to use. So I don't think that we should overestimate what has happened here. And what we're trying to do is to make sure that the Russians are integrated into a peacekeeping operation with a unity of command. We were able to do it in Bosnia. We're going to be able to do it here." SUPER CAPTION: Madeleine Albright, United States Secretary of States She said that differences over the surprise entry of Russian troops ahead of NATO peacekeepers would be worked out. But she insists that NATO still believes it must be in control in Kosovo. SOUNDBITE: (English) "We do not believe that there should be a separate Russian sector because we do not want to see any partition of Kosovo. But I am convinced that it will be possible for us to work out arrangements with the Russians to have them be a part of the peace-keeping force." SUPER CAPTION: Madeleine Albright, United States Secretary of States Albright says she believes Russian President Boris Yeltsin is in control of Russian forces. SOUNDBITE: (English) "They are doing what all leaders do, they're trying to follow out what they see is in their national interest. That is to be expected. But in the end, as was shown in our long, long meeting in Germany, they have come aboard with first the military technical agreement, then the security council resolution. So they negotiate." SUPER CAPTION: Madeleine Albright, United States Secretary of States The way Madeleine Albright puts it, the Russians "got a little ahead of themselves" in Kosovo. A White House official says U-S President Bill Clinton and Russian President Boris Yeltsin have agreed that Russian and NATO generals should meet further to work out an arrangement for Russian troops to join the NATO mission.
