In 2019, Loudoun County Fire Rescue Department launched an application called Alpine to capture crew staffing, reporting and Length of Service Awards Program (LOSAP) points for volunteer companies. Leadership from the 15 volunteer fire and rescue companies in the county pushed back amid poor user experience, unacceptable performance, inefficiencies in the system, difficulty in accessing the application for volunteer members, poor training, lack of documentation, discovered bugs and faults in basic functionality, and other concerns. Loudoun County Fire Rescue dismissed the concerns of the volunteer leadership and took the new software live. This video captures the disparity in user experience and performance between the LOSAP module in the Ashburn Volunteer Fire and Rescue Department's (AVFRD) simple, yet mature, intranet site and the Loudoun County Alpine software. It is important to note that the AVFRD.net solution can be accessed via any device as it is a simple website, whereas the Loudoun County system is not mobile-device friendly. This causes difficulty and delays for volunteers who need to access the system from their homes, places of employment, and while engaging in other activities where they do not have immediate access to a full PC or Loudoun County thin client. Difficulty in access combined with a poor user experience that requires much more time and many more clicks to execute the same task has a real impact on the volunteer cadre. If each of the approximately 1000 volunteer members in the system have to spend an extra 8.5 minutes each day of the year to enter LOSAP points, the equivalent labor cost based on the Loudoun County Value of the Volunteers study (http://loudoun.granicus.com/MetaViewe...) is (((1000 * 8.5 * 365)/60) * $58.16/hr) = $3,007,557.... just to enter LOSAP 'timecards'. The wealthiest and most high-tech county in the nation ought to do better.
