SOUNDBITE (Russian) Dmitry Peskov, spokesman for Russian President Vladimir Putin: “There are no conditions for talks now both de jure and de facto. We hear statements from Kyiv, we know the legal justification for the impossibility of negotiations on the part of the Ukrainian regime. Therefore, we can de facto recognise one thing: there are no conditions for such negotiations.” ++BLACK FRAMES++ ASSOCIATED PRESS ARCHIVE: Moscow – 23 December 2021 3. STILLS of Russian Presidential spokesman Dmitry Peskov ++OVERLAY AUDIO IN SHOT 4++ ASSOCIATED PRESS Moscow - 23 January 2023 4. SOUNDBITE (Russian) Dmitry Peskov, spokesman for Russian President Vladimir Putin: “All this legal balancing act that we are seeing now, the exchange of statements between European capitals... European capitals, including Warsaw, are already threatening Berlin with international isolation and so on - all this suggests that nervousness among the members of the alliance is constantly rising, growing.” ++BLACK FRAMES++ ASSOCIATED PRESS ARCHIVE: Moscow – 23 December 2021 5. STILLS of Russian Presidential spokesman Dmitry Peskov ++OVERLAY AUDIO IN SHOT 6++ ASSOCIATED PRESS Moscow - 23 January 2023 6. SOUNDBITE (Russian) Dmitry Peskov, spokesman for Russian President Vladimir Putin: “You know that the President has said that we intend, and are ready and interested in continuing contacts with him (IAEA Director General Rafael Grossi) and his organisation, this is extremely important. Quite the opposite, the appearance of this information (Russian Foreign Intelligence Service’s claim that Ukraine was stockpiling weapons at its nuclear power plants) once again underlines the relevance of such contact, because it is precisely this information that we will have to draw the attention of our dialogue partners in the IAEA.” ++BLACK FRAMES++ ASSOCIATED PRESS ARCHIVE: Moscow – 23 December 2021 7. STILLS of Russian Presidential spokesman Dmitry Peskov ++OVERLAY AUDIO IN SHOT 8++ ASSOCIATED PRESS Moscow - 23 January 2023 8. SOUNDBITE (Russian) Dmitry Peskov, spokesman for Russian President Vladimir Putin: “The Ministry of Defence reported that the established number had been reached, so the conscription of citizens as part of partial mobilization was stopped and completed. This is the first. But besides the conscription of citizens for military service, partial mobilisation also includes other measures needed to ensure the fulfillment of tasks by the military. This is due to the performance of duties by military personnel, and so on and so forth. In this part it (decree on partial mobilisation) keeps working.” ++ENDS ON SOUNDBITE++ STORYLINE: Kremlin spokesman Dmitry Peskov has ruled out any talks with Ukraine at the current stage. “There are no conditions for talks now both de jure and de facto,” Peskov said in a conference call with reporters Monday, pointing at Ukraine’s position. Commenting on the European Union discussion on the possibility of supplying German tanks to Ukraine, he said that it shows that “nervousness among the members of the alliance is constantly rising.” Ukrainian officials have repeatedly warned about Russia’s plans to continue mobilisation.
