It took one of the world’s most draconian COVID-19 lockdowns in India in March 2020 to draw public attention not only to the plight but to the very existence of armies of vulnerable migrant workers – one hundred million people living and working hand-to-mouth in Dickensian conditions far away from their homes. But what is to be done to reform the systematic exploitation of migrant workers?
