POLICE RAID ON FACTORY UNCOVERS MIGRANT CHILDREN WORKING ILLEGALLY

(12 Jun 2012) Police raids on factories in the Indian capital New Delhi on Tuesday revealed dozens of migrant children hard at work despite laws against child labour. Police rounded up 26 children from three textiles factories and one that manufactures chemicals. A children's charity said the children had come to the capital from the states of Bihar and Uttar Pradesh. Eleven-year-old Shamshad was among the child workers rescued from an embroidery sweatshop. The children had been brought to New Delhi to work in small embroidery factories which require the use of very fine needles and synthetic fibres to embroider saris worn by Indian women, officials said. Kailash Satyarthi from Bachpan Bachao Andolan, or Save The Childhood Movement, said some of the children were also working in acid and metal factories. "This is a case of trafficking of human beings as well as the bonded labour," he said. Five men were arrested on charges of employing the children. The children were taken to an officials' office in Seelampur shanty district in east Delhi before going to a state welfare home for children. The raids came on the Global Day Against Child Labour, which is observed to highlight the plight of (m) millions of children around the world working in forced labour, and efforts needed to eliminate it. Child labour is commonplace in India and children are given little food and paid a pittance for their work. Children's rights activists believe there are hundreds of thousands of children working in hidden and hazardous corners of the country, including in brick kilns, pesticide-laden fields or chemical factories. India's child labour laws make it illegal to employ children under 14, but the law is rampantly flouted. India remains home to the greatest number of child labourers in the world despite efforts by successive governments to address the problem through compulsory education and anti-poverty programmes. The 1986 Child Labour (Prohibition and Regulation) Act makes it a criminal offence to employ children below 14 years "in any occupation having the possibility of health hazard." India also banned hiring children under 14 as household servants or workers in restaurants, tea shops, hotels or spas.
