Boat leaving shore, two other boats arriving with more French peacekeeping troops STORYLINE: French peacekeeping troops began arriving in southern Lebanon on Friday, hours after the French President announced that his country would send a total of two thousand troops to the area. The reinforcements - an engineering team - were already on the way to join the UN contingent on the ground when the President made the announcement. In a nationally televised address on Thursday, Jacques Chirac said France would increase its deployment from an already announced 400 troops, and that it hoped to retain command of the force. In announcing the expanded French contribution to the peacekeeping force, designed to grow eventually to 15-thousand, President Jacques Chirac said he had been given assurances by the UN concerning the peacekeepers' mandate, but did not elaborate. France, along with the United States, helped craft the UN Security Council resolution that allowed for an expansion of the United Nations Interim Force in Lebanon (UNIFIL) from the current two thousand troops to up to 15-thousand. As the first boat carrying the French troops arrived in Naqoura, Rear Admiral Xavier Magne said there were 170 men on board. "They are coming with bulldozers, they are coming with trucks and all the necessary equipment to rebuild (South Lebanon) and also do some de-pollution and neutralisation of ordnance, unexploded ordnance," he said. The international community has been slow to come together in volunteering troops for the UN-mandated force and France's commitment of troops has been closely watched by other countries. Many European countries have been uneasy about committing troops without strong guidelines on when their soldiers would have the right to shoot and also defend themselves. They fear that their peacekeepers could be dragged into a conflict with Hezbollah militants or with Israel if the current cease-fire between the two sides collapses. European Union foreign ministers are scheduled to take up the issue in Brussels on Friday under heavy pressure to move quickly to get at least a vanguard of the expanded force on the ground by next week. Pressure on the Europeans has grown because Israel has rejected offers of participation from Malaysia, Bangladesh and Indonesia - predominantly Muslim countries that do not recognise the Jewish state.
