The Theme System was developed over many years. First concieved by Constans II over the centuries, the military districts took on civil adminitrative responsibilities. They became smaller, and various officies for the general running, fiscal administration, recruitment, justice and clerical concerns of each province came into being over a long process, many of which likely took place during the reign and reforms of Nikephoros I.
