Countries have stockpiled nuclear warheads primarily as instruments of strategic deterrence, geopolitical power, and national security, shaping global politics and military planning; in the early Cold War era this stemmed from intense U.S.–Soviet rivalry, which drove arsenals to a peak of tens of thousands of weapons, and although total numbers fell after the Cold War, the practice of maintaining large stockpiles persisted as states sought to deter potential aggression, secure influence, and hedge against uncertainties in international relations. According to data from the Federation of American Scientists (FAS), global nuclear inventories remain substantial—with nine nuclear-armed states holding over ~12,000 warheads in 2025 and major powers like the U.S. and Russia together accounting for the vast majority—while modernization programs and the lapse of arms-control limits like New START have raised concerns that deterrence logic will continue to motivate retention and upgrading of nuclear forces into 2026.
