Bare metal, or installing it directly to the hard drive is even simpler all you need is the windows image and flash it with rufus onto a usb stick and boot into it. I then also bypass the online account requirement by hitting SHIFT + F10 inside the Windows 11 setup and running the command: oobe\BypassNRO, reboot, select I don't have internet and it's up and running.
