Police Major Igor Grom, the St. Petersburg cop, is known for his stoic character and unapologetic attitude toward criminals of all stripes. But everything changes dramatically with the appearance of the Plague Doctor (the antagonist), a masked vigilante in an enhanced suit. Having declared that the city is sick with the plague of lawlessness, he takes up the "treatment" by killing people who, at one time, escaped punishment with the help of money and high status in society. By this point, the police officers are powerless while the city is flooded with supporters of Plague Doctor and crime is rampant. Major Grom takes it upon himself to take on the Plague Doctor, which leads to a grand showdown between two equally strong forces.
