There are streets, sidewalks and even stop signs, but none of the 855 planned homes. (Feb. 9) [Notes:ANCHOR VOICE] This neighborhood looks like something out of a disaster movie. There are streets--sidewalks--lights--fire hydrants--stop signs--but something important is missing--the houses. Where there were supposed to be 855 homes, there are just a handful of unfinished models. (SOT: Chris Boothe, Realtor) (1:47) IT'S KINDA LIKE A GHOST TOWN OUT THERE AND THEY'RE JUST STICKING UP THERE WITH NOTHIGN . IT'S KIDNA SCARY CAUSE YOU WONDER WHAT'S GOING TO HAPPEN. WHAT'S GONNA HAPPEN TO OUR LITTLE TOWN. The Liberty development in Rio Vista, California got underway in 2005, at the peak of the housing market. Just two years later, all work stopped when the developer abandoned the project. Realtor Chris Boothe says property values have dropped over 50-percent. She says Liberty's failure is just one symbol of how the down economy has treated the people of this town of seven-thousand people along the Sacramento River. (SOT: BOOTHE) AND MOST OF THESE PEOPLE ARE HOMEGROWN PEOPLE. LOCAL PEOPLE OR PEOPLE WHO'VE LIVED IN THE AREA OR CHOSE TO LIVE HERE BECAUSE IT'S A SMALL COMMUNITY. (edit) HOW IT'S AFFECTING THE PEOPLE HERE. THEY'RE GETTING VERY DEPRESSED. VERY ANGRY. IT'S CAUSED SOME FAMILIES TO SPLIT UP. THEY DON'T HAVE PLACES TO GO. The town itself is tetering on the edge of bankrupty ... It has cut employees and shortened hours at city hall to try to close a budget deficit that reached 900-thousand dollars earlier this year. Businesses are struggling too. Sales have plummeted as Carlos Tejada's wine store. (SOT: Carlos Tejada, Business Owner) (4:05) THEY STOP MAYBE 40 PERCENT OF THE TRAFFIC IN THE STORE. PEOPLE BEFORE BUY LIKE 5 BOTTLES EVERY MONTH. NOW THEY BUY 2 OR 3. He's not sure what the future holds. (4:19) SOME PEOPLE SAY WELL THE ECONOMY. EVERYTHING IS GOING TO BE BACK AGAIN AND THEY GOING TO FINISH TO BUILD ALL THE 800 HOUSES BUT THE QUESTION IS WHEN. WE DON'T KNOW.
