Economists are warning that Uganda’s reliance on supplementary budgets is increasingly undermining fiscal discipline. While the 2026/2027 budget has been revised up to Shs78.2 trillion from the initial Shs69.4 trillion, nearly half of all spending is already tied to debt and sector obligations, leaving limited room for new investments. Experts say that every supplementary allocation shifts resources away from existing projects, delays key deliverables, and fuels recurring fiscal pressures. Domestic borrowing, external debt, and interest payments continue to crowd out critical spending, creating a cycle that threatens economic stability.
