The Covenant never existed. The Carver findings were ignored and rejected, the idea that the insurrection would ever grow to that scale seemed like a fear tactic started by the rebels. Proponents of the theory were gathered into ONI death camps and silenced. Dr. Halsey was killed before she could create the SPARTAN-II Program. 2552. Approximately 80% of outer colony worlds are no longer under UEG control. The UNSC is locked in a forever war on the outer borders of its crumbling empire. News of horrible atrocities committed by UNSC soldiers spreads around, and is then silenced by ONI. The population knows the truth anyway. Refugees are sheltered and hidden on inner colony worlds, who then spread their stories and fuel further rebellion. Planet Reach. Several small insurrectionist groups have existed on this planet for years at this point, but the escalating civil war has grown their numbers. Currently their operations are still limited to rural areas of Reach, but that is believed to be changing soon. You are assigned to a ODST platoon. In the event of your death, you will be replaced by the next available candidate, and your family will not be notified.
