Man charged with manslaughter after U-Haul chase ends in deadly Erie Canal plunge

Charges have been announced against a suspect in connection to a police chase Tuesday night that ended with a U-Haul being driven into the Erie Canal. Monroe County Sheriff's Office deputies tried to stop a U-Haul truck driven by Ryan Armstrong, 43, after receiving reports that Armstrong and his passenger had stolen merchandise from the Walgreens in Brockport, according to Orleans County Sheriff Christopher Bourke. Armstrong refused to stop, leading authorities on a pursuit that reached speeds of more than 85 mph. The chase went from Clarkson into Ogden, back through Brockport and eventually onto a canal service road in Orleans County, where Armstrong intentionally drove into the water in an attempt to evade authorities, according to Chief Deputy Michael Fowler from the Monroe County Sheriff's Office. Bourke said Armstrong escaped the vehicle, swam to the north side of the canal and ran away, but was eventually caught and taken into custody with the use of drone technology. His passenger, who has not yet been identified, drowned after he was spotted struggling in the water. His body was recovered by Monroe County Sheriff's Office scuba team.
