This is a short film about the housing crisis in Greater London. It focuses on the efforts of one borough – Newham – to stop it. The story: The London housing crisis is in full swing. There’s lots of information about it on the internet. A rising population needs more properties for people to live in. But house building hasn’t met the required level for years. House and rental prices have risen, meaning people trying to live in the capital on modest budgets can find themselves living in terrible conditions. Landlords have the power and residents don’t. They can kick out their tenants at short notice. The cheapest way to live is generally to rent a bed in a grotty property shared with large numbers of people. Four London boroughs are trying to crack down on rogue landlords by requiring all privately rented properties to be licensed. In the first three boroughs to enforce licensing – Newham, Barking and Dagenham, and Waltham Forest – just under 20,000 properties have been identified as needing to be investigated. Croydon is the most recent borough to enforce licensing and figures weren’t available. Newham is investigating properties it thinks aren’t licensed properly, and this is a short film based on their investigations, showing the people affected. The team consists of senior Newham council officers, immigration enforcement officers and the police. Every house visited on this morning in Newham was found to be being rented illegally, because they were HMOs (houses of multiple occupancy) when they either had no license or an insufficient license. The houses were all also generally unsafe. The landlords have been, or will be, prosecuted. A note: The majority of these people in this film were/are living in the UK legally. They are not illegal immigrants. Another note: There are 33 boroughs in London. The problem is not going away until there is more affordable housing in London.
