Dawn Littlejohn, an African-American woman, filed a complaint against the New York City Administration for Children's Services, alleging racial and sexual harassment, retaliation, and discrimination. Littlejohn claimed that her supervisor, Amy Baker, discriminated against her by reprimanding her, diminishing her duties, and replacing her at management meetings with a white male subordinate. Littlejohn claimed that Baker obstructed her efforts to participate in decision-making meetings regarding the transfer or termination of employees during the merger of ACS with DJJ. Littlejohn's complaints about the failure to follow anti-discrimination policies and procedures, lack of African-American women in management positions, lower management levels for African-American employees compared to white employees, and pay disparities between African-American men and their white counterparts were ignored. Littlejohn filed a lawsuit against the City of New York, Mattingly, Baker, and Stradford alleging various claims of discrimination and harassment. Defendants moved to dismiss all of Littlejohn's claims under Federal Rule of Civil Procedure 12(b)(6), which the district court granted. Littlejohn v.
