The Tibetan government and the Xinjiang Uighur Autonomous Region government has instructed all residents to deposit their passport in the custody of the public security department . The authorities have cited a reason for the same , as to ensure security and stability. This policy is a violation of the freedom to travel. The implementation of such a policy in the autonomous region, is a collective punishment practice, which will intensify the situation further tense and cause the dissatisfaction among the local people's. On the one hand, the Chinese government claims that Tibet is an inseparable part of China and on the other hand, it has introduced this policy which makes the local minorities feel that they are being hit and their citizens' rights are being deprived. The Communist Party of China still does not change its signs of authoritarian rule in Xinjiang , Tibet and other ethnic autonomous regions.
