He comes from Akhnoor, Jammu. His family moved to Bagh as a consequence of the partition. According to him, Maharaja Hari Singh was a progressive and reformist ruler. He made primary education compulsory. He instituted agricultural reforms. There was hardly any Kashmiri family that did not own some land. Arbitrary powers of the police were curtailed. The Muslim Conference was willing to live under Maharaja Hari Singh in an independent Kashmir. Mr. Jinnah liked the Maharja and he always advised the Muslim Conference not to oppose him. The Maharaja sent Sardar Ibrahim, the first president of the Pakistan-administered Kashmir, to London to become a barrister. Upon his return from London, he had joined the government.
