While I use no new strategies for optimizing this mission, I do find it funny that both the UEF and the Avatar of War are able to be defeated by a proxy tac missile launcher base. There might be a faster strategy with solely gunships, but that would probably require me to grasp a better understanding as to how to best utilize the starting economy on this mission. The Cybran commander shows a little bit of RNG on this mission. His initial direction is actually a little bit random. If he runs under the more durable shields you lose some time (or possibly not even have enough gunships). I managed to once do it with 40 instead of 50, but that run he ran forward instead of backwards and never went under a shield. 50 feels a little more consistent in the event he does run under a shield. Avatar Marxon is a different story. He will always not move until after roughly he kills Arnold. I have not tested if stacking up the dialogue (like what happened on this run) delays his initial movement or not. I find that it's faster to just tac missile him rather than have a second wave of gunships/strategic bombers ready. He has no tactical missile defenses protecting him on this difficulty, only shields. I find that building the tac missiles vertically rather than horizontally reduces the odds of missiles grazing a close-by shield that's not actually protecting Marxon. While I think the exact amount you need is lower, to account for slight misclicks and the extra shields, I find that you start to have an optimal number around 19 missile batteries. More is insurance, less and you might want to slightly bias the target towards your base rather than away from it. One further thing I find funny is that the current strategy involves saving Arnold, sometimes even before Marxon realizes that Arnold is not on his side.
