(9 Feb 1999) Natural Sound Prime Minister Hun Sen of Cambodia has arrived in Beijing's for a four-day visit just as speculation mounts over whether China will block international efforts to prosecute Khmer Rouge leaders. Speculation has been rife that Hun Sen will raise the issue with China - the Khmer Rouge's chief supporter during its 1975-79 reign. Hun Sen's flew from Phnom Penh to Beijing's international airport on Tuesday to start a four day visit to China. But his trip comes as the United Nations prepares to release its recommendation to Cambodia on how to bring Khmer Rouge leaders to justice for crimes against humanity. It is thought that Hun Sen might bring up the issue with China - the Khmer Rouge's chief supporter during its 1975-79 reign. As many as two (m) million people died of starvation, disease, overwork and execution when the Khmer Rouge turned Cambodia into a slave labour camp in an attempt to create an agrarian utopia. U-N experts are concerned that Beijing will wield its veto in the Security Council to prevent the formation of an international tribunal that could reveal embarrassing details of China's relationship with the Khmer Rouge. Om Yentieng, a top aide to Hun Sen, denied the two sides would discuss the Khmer Rouge, saying the issue is too sensitive to raise. But he did note that several high-ranking Khmer Rouge have announced their defections after Hun Sen made visits to Beijing, warning reporters to "wait and see" what may occur after the prime minister's return. Chinese Foreign Minister Tang Jiaxuan said last week in Bangkok that the international community should not involve itself in the Khmer Rouge issue. Tang stressed a need for peace and reconciliation in Cambodia and suggested that the war-torn country is capable of handling its own legal matters. Hun Sen's willingness to bring the Khmer Rouge to trial for the genocide has been in doubt since he refused to arrest two of late Khmer Rouge chief Pol Pot's top henchmen, Khieu Samphan and Nuon Chea, after they surrendered in December. Hun Sen has said he supports the U-N efforts to convene a tribunal, but he has hedged that support with warnings that he would be reluctant to risk civil war with former Khmer Rouge by attempting to arrest their leadership. Om Yentieng said Cambodia would wait for the U-N recommendations - due this month - before making its final decision on a tribunal.
