Last year, the Auditor General’s report lifted the lid on a grand heist that saw tax payers lose Sh 147.7 million that investigators said mysteriously vanished into thin air, without a trace. This was primarily because State Department for Environment, Climate Change and Forestry PS Dr Festus Ngeno and the Kenya Water Towers Agency (KWTA) then CEO Professor Julius Tanui had totally nothing to show for what the millions set aside and meant for growing a Bamboo Forest site at Kaptegat Forest, Elgeyo Marakwet County did and were unable to account how they spent it as per the official findings. The audit came after insiders at KWTA further revealed that Sh 8.8 million was stolen and used to bribe MPS on a retreat in Mombasa so that they look the other way and let KWTA be silently strangled to death in the disguise of 'duplication of the agency's roles' with Kenya Forest Service(KFS) “The audit revealed the site was neglected and had minimal activity towards establishing a bamboo demonstration centre. This is despite the Agency having ‘spent’ Ksh147.7 million between 2017/2018 to 2021/2022 towards the establishment of the bamboo enterprise,” Ms Nancy Gathungu, the auditor general noted with concern. Why was KWTA vital and really happened behind closed doors in woes that pit the agency against KFS ? Why should the demise of KWTA concern you, the Kenyan taxpayer? Leon Lidigu exclusively sits down with Dr Isaac Kalua Green, the founding father of KWTA.
