Without doubt a daunting task, rightly described as an 'ambitious topic' in their Preface. Harmonisation is, indeed, a most important and needed feature of our modern legal system but we still have a long way to go! It is as a core instrument of the EU that there is this need for standardization because many international treaty obligations place duties on Member States today to adopt what is called 'conform legislation', ensuring 'conform application'- in other words 'conformity'. Important examples of this are international and human rights treaties. So, what Edward Elgar Publications have done with this and other similar titles on international law in their series of compilation works is to bring together academics covering a range of legal, social science and humanities disciplines to produce a wide cross section of jurisprudential opinion. By doing this, the editors have provided useful models for, and improvement in, the understanding of the actual harmonization process. The book is for scholars/academics mainly and the editors admit that the wider perspectives and the combination of perspectives from interdisciplinary and multidisciplinary scholarship are, understandably, left outstanding at the moment- most probably because of their rich and demanding nature! What Andenas and Andersen achieve is an excellent explanation of the core instruments for uniformity which greatly contributes to the development of the more general theory of the harmonization process for future global harmonization policies through development in other regions such as Asia, Latin America and Africa. They have explained the critical theory within the EU very well as the scene is set for global theory and practice of harmonisation in the future... we can but hope it will come to pass!
