Driving Tour. Novopolotsk, also spelled Navapolatsk or Navapolack, is a city in Belarus. It is located in the Vitebsk Region, near the border with Latvia. The city is situated on the Dvina River, and is an important industrial center in the region. It is the site of one of the largest chemical plants in the country, which produces fertilizers and other chemical products. Navapolatsk also has a railway station, which connects the city to other parts of Belarus and to neighboring countries. The population of Navapolatsk as of 2020 was around 128,000 people.
