I'm not sure if the lore behind Pecharunt is ever stated in-game, but on the official site (https://scarletviolet.pokemon.com/en-..., it does explain why Pecharunt and Ogerpon know each other, so it's cool that they included a special moment for when you lead off the battle with Ogerpon.
