On January 8, 2021, Quinnipiac University’s School of Law joined with the Connecticut Bar Foundation, Connecticut Bar Association’s Committee on Human Trafficking, and Quinnipiac’s Human Trafficking Prevention Project hosted the first in the series, “Understanding Human Trafficking.” This series begins with a discussion about the movement to “decriminalize” victims of human trafficking by providing greater opportunities for criminal record relief and, specifically, about proposals to expand Connecticut’s vacatur law, which would allow victims of human trafficking to apply to vacate – or set aside – their criminal convictions if they can show that these convictions resulted from their having been trafficked. The panel, “Fighting Human Trafficking by Decriminalizing Victims: Expanding Connecticut’s Vacatur Laws,” featured a range of experts: Moderator: Joette Katz, former Connecticut Supreme Court Justice and former Commissioner of the Connecticut Department of Children and Families Panelists: Theresa Leonard Rozyn, The Underground Co-founder, Advocate, and Survivor Leader Kate Mogulescu, Associate Professor of Clinical Law, Brooklyn Law School Jenny Rossman, Sex Crimes/Human Trafficking Unit Chief, State Attorney’s Office, Orland, FL Richard Colangelo, Chief State’s Attorney for Connecticut Jillian Gilchrest, State Representative and Chair of Connecticut’s Trafficking in Persons Council
