Overview: Ordinances, or laws passed by the local elected body carry the weight of civil and/or criminal penalties if violated. Resolutions are simply policy positions or stances taken by an elected body concerning a wide range of topics such as supporting state legislature, adopting a schedule of fees, or authorizing the Borough Manager to file for a grant application for a Borough project. Both documents are passed in lawful public session by majority vote of the elected body and in accordance with prescribed state law where applicable. Each state may have different overarching rules concerning the passage of local law or resolutions, such as advertising and number of public meeting requirements.
