Speaking on protests and public dissent, the Professor argued that while the right to protest should be respected, there must be regulation to ensure it does not destabilize democratically elected governments. Drawing from international examples, he warned that mass unrest, if left unchecked, can paralyze governance and delay economic recovery. He urged the establishment of a National Economic Council to forecast and mitigate future crises, complementing the role of the National Security Council. On Sri Lanka’s strategic role in the region, Prof. Gunaratne stressed the importance of understanding global power dynamics, enhancing international intelligence cooperation, and building trust with local communities, particularly the peaceful Muslim community, to prevent extremism.
