(21 Oct 2022) ++PRELIMINARY SCRIPT++ RESTRICTION SUMMARY: ASSOCIATED PRESS Brussels, Belgium - 21 October 2022 1. Wide of French President Emmanuel Macron walking to lectern 2. SOUNDBITE (French) Emmanuel Macron, French President "Several member states were in disagreement over several key points. With all 27 nations, we have taken a decision, including to move forward with the Iberian mechanism. So I think it's a major step forward that will allow the European Commission, as early as next week, to make propositions on this topic so, to me, it's a success when, a few days ago, we weren't even talking about it and there were explicit oppositions to this mechanism. Here, all 27 of us have signed a document saying that we were ready to move forward on this issue. There will then be technical propositions and through these, we'll iron out differences." 3. Wide of Macron on stage 4. SOUNDBITE (French) Emmanuel Macron, French President "The short-term decision is to expand the Iberian mechanism. We asked to have the pros and cons of this mechanism as soon as possible and work on it so that, in the next few days, the (European) Commission and our energy ministers can finalise such a mechanism. What's the point of this mechanism? We implement a cap on the price of the gas that is used to produce electricity. It's what we allowed Spain and Portugal to do and the immediate result was that prices of electricity went down and it also brought down the price of gas." 5. Mid of Macron listening to question 6. SOUNDBITE (French) Emmanuel Macron, French President "On key infrastructure, us Europeans, made a historic mistake. During the (2008) financial crisis, we forced several member states into difficult financial situations in which they sold public infrastructure without having lined up a European buyer. In many cases involving critical infrastructure, Chinese actors came to buy them. Can you blame governments who found themselves selling ports, electricity and gas providers? Can we blame the Chinese? No! We were naive because we considered it was a public finance issue and Europe was an open supermarket." 7. Wide of journalist asking question 8. SOUNDBITE (French) Emmanuel Macron, French President "We have decided to withdraw from the Energy Charter Treaty. Firstly, because it's in line with our commitments especially with regards to the Paris agreement and also because, it transpired from recent cases that this charter and its accompanying treaty led to speculation and important compensations being paid out to a number of actors and so we are now coherent with regards to the texts that came subsequently and our strategy." 9. Pan of Macron leaving STORYLINE: French President Emmanuel Macron said Friday that the European Union's decision to agree on the future expansion of a price cap measure was a success. Following a summit in Brussels, he also commented on testy relations between the EU and China, saying Europe made a “historical” mistake during the global financial crisis of 2007-2008 by pushing some member states to sell their infrastructure. Greece was forced to do so with its biggest port to meet the demands of its European creditors, and Chinese shipping group COSCO bought the facility. Macron said Europeans were “naïve” to treat the bloc like an “open supermarket” because of public finance issues. ++MORE TO FOLLOW++ =========================================================== Clients are reminded: Find out more about AP Archive: http://www.aparchive.com/HowWeWork Twitter: / ap_archive Facebook: / aparchives Instagram: / apnews You can license this story through AP Archive: http://www.aparchive.com/metadata/you...
