EMSNOW gets a must-listen update from David Schild, Executive Director of Printed Circuit board Association of America (PCBAA) about his association's recent advocacy efforts. PCBAA held a very successful annual meeting in mid-June where PCB manufacturers met with lawmakers to educate and advocate for the importance of matching up the rhetoric of reshoring with effective actions to support domestic electronics manufacturing. David explains that the White House rather than Congress is driving the agenda which creates both challenges and opportunities. He sees Congress dominated by those with domestic manufacturing as a priority, but also by the fiscal hawks that want to cut spending. That means the focus is on the opportunities for legislation on the incentive rather than the funding side. David testified before Congress to explain the nature of the problem, which requires a coherent industrial policy to counteract the decades long neglect leading to almost complete Chinese dominance in PCBs. The discussion also covers how the Pentagon is moving to protect military electronics and how PCBAA and other associations are helping them to write rules and regulations that will reach deep into the supply chain to address foreign content. I t will take a comprehensive effort, but at the core is much more investment, both private and public, to ensure domestic capacity.
