Donald Trump's regime can be described as "patrimonial," a term from Max Weber that describes premodern forms of government in which government revolves around personal relationships with the ruler. This distinguishes it from simple authoritarianism, and leads to high levels of corruption. Reversal of this trend poses special challenges.
