Clinton meets Yemen counterpart, comments on aid

(21 Jan 2010) 1. US Secretary of State Hillary Rodham Clinton walks into State Department Treaty Room with Yemen Foreign Minister Abu Bakr al-Qirbi 2. SOUNDBITE: (English) Hillary Rodham Clinton, US Secretary of State: "To combat this growing threat, the United States will intensify its cooperation with Yemen on both security and development. We will work with other partners and like minded countries. Yemen has demonstrated a willingness and a capacity to take action against al-Qaida and other extremist groups and the United States commends these actions." 3. Wide shot of Clinton and al-Qirbi at news conference 4. SOUNDBITE: (English) Abu Bakr al-Qirbi, Yemen Foreign Minister: "Regarding the terrorists who are in Yemen, I can assure you that those who are in the hands of the government are apprehended. Some of them have been prosecuted. Of course, there are some who are at large, and these are being pursued by our security forces." 5. Wide shot of Clinton and al-Qirbi 6. SOUNDBITE: (English) Abu Bakr al-Qirbi, Yemen Foreign Minister: "There are people in the United States who believe that the fight against the terrorists should be undertaken by the countries themselves, not by American soldiers, and I think this is the right policy, if you look at it from the experience in the past. What we need is really to build the capabilities of our counterterrorism units to make them more effective, train them, provide them with the equipment and they will do the job. And this will be to the benefit of both countries with less problems and less cost." 7. SOUNDBITE: (English) Hillary Rodham Clinton, US Secretary of State: "And we agree with that, and that is what we are committed to doing - working with the Yemeni government, assisting them, providing them the support that they seek to defend their own country, to prevent outside forces, inside secessionists, other elements that are threatening the stability and the unity of the government of Yemen." 8. Clinton and al-Qirbi walking away STORYLINE: US Secretary of State Hillary Rodham Clinton said on Thursday that the United States will "intensify its cooperation with Yemen on both security and development" but that the country must show results for assistance to continue to flow. Speaking to reporters following a meeting with Yemen''s Foreign Minister Abu Bakr al-Qirbi, Clinton said the US was pleased with steps the Yemeni government was taking to combat violent extremists, including al-Qaida in the Arabian Peninsula. That group has claimed responsibility for the attempted Christmas Day bombing of an American airliner. "Yemen has demonstrated a willingness and a capacity to take action against al-Qaida and other extremist groups and the United States commends these actions," Clinton said. But the Secretary said the administration is looking for the Yemeni government to make "tough choices" to implement political and economic reforms. Foreign Minister al-Qirbi said he was pleased by the Obama administration''s willingness to cooperate with his country on matters of development and security, and he assured the United States his nation is going after suspected militants. "Some of them have been prosecuted. Of course, there are some who are at large, and these are being pursued by our security forces," he said. Al-Qirbi said while the US and Yemen are increasing cooperation on the security front, it''s important that "the fight against the terrorists should be undertaken by the countries themselves, not by American soldiers."
