Israel offers ceasefire deal to end war on Hamas in Gaza says Biden

President Biden has announced that Israel has offered a comprehensive “road map” to an “enduring” ceasefire in its war with Hamas in Gaza, including a full withdrawal of troops and the release of all hostages. Qatari officials have sent the plan to Hamas, Biden said, in an effort to revive the peace talks that broke down after Israel refused to agree to a permanent end to the war and pressed ahead with its assault on the city of Rafah in southern Gaza. Biden appealed to the politicians and the people of Israel to get behind the proposed three-phase plan, starting with a ceasefire, the withdrawal of Israeli forces and the exchange of Palestinian prisoners for many of the hostages. Phase two would be a permanent end of hostilities and the release of any remaining hostages, and phase three would be a reconstruction plan for Gaza.
