Hirota was brought into the world on 14 February 1878, in Kaji-machi dori in what is currently essential for Chūō-ku, Fukuoka, Fukuoka Prefecture, to stonemason Hirota Tokubei. His dad had been taken on into the Hirota group of stonemasons. Tokubei wedded Take , a girl of the leader of a Japanese noodle organization. On 14 February 1878, the couple had a child, whom Tokubei named Jōtarō . They later had three more chilren. Tokubei's name is engraved on the epigraph that perceived bricklayers who added to the development of a sculpture of Ruler Kameyama in Higashi kōen in Fukuoka city. Hirota's composing was perceived as great since early on since the name plate of the torii door of Suikyo Sanctum was composed by Hirota when he was 11. Subsequent to going to Shuyukan, he proceeded with his schooling at Tokyo Magnificent College and graduated with a regulation degree.
