Engloba el conjunto de roquedos del Sistema Ibérico Norte que marcan la transición entre el valle del Ebro y la sierra riojana en el sector definido por las cuencas de los ríos Iregua, Leza y Jubera. Se extiende por 11 municipios. Superficie: 8.410 hectáreas (1,7% de la superficie regional). Conjunto de desfiladeros rocosos labrados por los ríos Iregua, Leza y Jubera en el contacto entre las montañas del Sistema Ibérico y la Depresión del Ebro. Los bosques de encina, quejigo y rebollo cubren las laderas. También hay algunas manchas de haya en las umbrías y de pino repoblado en las zonas más degradadas. En los cortados rocosos de caliza o conglomerados rojizos anidan buitres, alimoches, águilas reales, halcones y búhos reales entre otras especies de interés. Los ríos albergan buenas poblaciones de trucha común, barbo colirrojo, mirlo acuático, visón europeo, nutria y desmán ibérico. Griffon vultures, Egyptian vultures, golden eagles, falcons and owls among other species of interest nest in rocky limestone or reddish conglomerates. The rivers are home to good populations of brown trout, Catalan barbel, white-throated dipper, European mink, otter and Pyrenean desman.
