According to department sources, he had two years remaining in the Deferred Retirement Option Program (DROP), which allows participants to collect a lump-sum payout upon completion—the longer one stays, the more they receive. He earns $116,000 approximately according to gov salaries. Agency employees were unaware of his retirement. When asked directly, “Are you still the Police Chief?” Cheatham simply responded, “Retired! Records show detectives arrived at 1:36 a.m., and later visited 528 Blake Road and 2943 OakLea Drive in South Daytona between 2:07 a.m. and 2:33 a.m. We also inquired about an officer hired despite having a DUI conviction with property damage and a probation violation.
