The only place to acquire the Enhanced Cold Commando's Snow Goggles is from Larfleez in the DCUO Winter Seasonal's Secret Research Facility mission. "Are either of these styles tradable?" Neither version of this style are tradable, but both versions are Account Bound, allowing you to transfer them over to other character via the Shared Bank.
