Public Security Department of Hebei Province in northern China announced latest updates in the investigation of the restaurant violence case in the city of Tangshan during early hours on June 10. Police investigations show that some of the suspects had come from Jiangsu Province in eastern China to Tangshan on June 7 to talk with other suspects on working together in illegal activities including money laundering and online gambling. They went to a barbecue restaurant during early morning on June 10. At around 2:40 a.m., one of the suspects, surnamed Chen, tried to sexually harass one of four women dining at the restaurant. After being turned down, Chen and other suspects violently assaulted the four women, and escaped the scene at 2:47. The victims were sent to the hospital by ambulance at about 2:55. Local police officers arrived at the scene at 3:09. Two of the four victims received check-ups at the hospital and was soon discharged; the other two remain hospitalized and are recovering. On June 20, local forensics department announced that the first two victims were deemed to have received slight bodily injuries, while the latter two received Class II minor injuries. It is worth mentioned that in China, injuries in terms of judicial expertise are different from common sense. Injuries in terms of judicial expertise are categorized into five levels, from severe to slight, as severe class I injuries, severe class II, minor class I, minor class II and slight injuries. Nose and rib fractures, which are usually deemed as serious, are slight injuries in the judicial sense. Two or more rib fractures, a broken eye, or nerve injuries in four limbs are slight class II injuries. Severe class I injuries include the loss of two limbs, or bursting of major blood vessels in the neck. The judicial determination of victims' injuries is connected to the crimes and punishment of the assaulters. For instance, intentional assault resulting in minor injuries usually means up to three years in prison. Hebei police also said they have found evidences of other suspected crimes and illegal activities of the arrested suspects over the past years, including violent assaults, fencing stolen items, money laundering, organizing online and offline gambling sites, disrupting public order, etc. Furthermore, the police is working with internal and external disciplinary agencies to investigate possible disciplinary violations and ineffective responses by local police officers.
