I get these before I confront the Father. And I get these only near the radio tower in Dutch's Island which we activated in first mission. Though I can't confirm this for sure I drove around Hope for an hour and didn't hear these announcements at all. But where I stay I get an announcement at every 10-15 minutes. They don't have subtitles enable captions if you need. I believe whole ending was a hallucination at this point and I think there is enough evidence to prove it. I combined all in this video.
