You need an IR Blaster in your phone for NON-SMART DEVICES only because non-smart devices can connect through infrared (IR Blaster) only and not through Wi-Fi. Most recent phones released after 2016 do not have a built-in IR Blaster, but you can always use these phones as a remote for any smart device that connects to Wi-Fi, both your phone and a smart device need to be connected to the same Wi-Fi connection. It doesn't work with a cabled connection. If you have a non-smart TV, you need to check if your phone has a built-in IR Blaster first.
