(9 Oct 1997) English/Nat The U-S took steps on Wednesday to block fund raising, freeze assets and punish U-S-based backers of 30 foreign organisations it designated as terrorist groups. The action was taken under a 1996 law, inspired in part by the April 1995 bombing of the federal building in Oklahoma City. The list includes Islamic organisations and a number of Asian and Latin American groups but not the Irish Republican Army and the Palestine Liberation Organisation. U-S Secretary of State Madeleine Albright said her aim was "to make the United States fully a no-support-for-terrorism zone". The law targets 30 groups in the United States that have been recognised by the State Department as terrorist organisations. SOUNDBITE: (English) "As of today it is a crime to provide funds, weapons or other types of tangible support to any of the designated organisations. Second, members and representatives of these organisations are hereby ineligible for visas to enter the United States and are subject to exclusion from the United States. And, third, any funds that these organisations have in our country will be blocked." SUPER CAPTION: Madeleine Albright, US Secretary of State The groups include Hamas and Hezbollah, both Islamic, and a number of Asian and Latin American organisations. The militant group Hamas was responsible for this bomb attack in a busy marketplace in Jerusalem in July. In brief remarks, Albright called terrorism one of the nation's most important security problems. SOUNDBITE: (English) "Our goal is to make the United States fully a no-support-for-terrorism zone. Our message for anyone who comes into our country intending to raise money for a terrorist organisation is that you risk going to jail and our message to anyone who is part of a terrorist organisation and who wants to enter the United States is you are not welcome here." SUPER CAPTION: Madeleine Albright, US Secretary of State Other well-known groups on the list include the Peruvian terrorist group the Shining Path, who were responsible for this car bomb. Anti-terrorist measures there enabled arrests of some of the members and seizure of their weapons Other groups named include the Japanese cult group, Aum Shinrikyo, allegedly responsible for the nerve gas attack on a Tokyo subway in March 1995 The Abu Nidal Organisation, Khmer Rouge, the Revolutionary Armed Forces of Colombia and the Kurdistan Workers Party were also on the list. But absent was the Irish Republican Army. State Department spokesman James Rubin was asked by reporters at a news briefing why the I-R-A was not on the list of terrorist organisations. SOUNDBITE: (English) "There is a strong body of evidence documenting historic IRA involvement in terrorist activity. As the act calls for the designation of organisations that engage in terrorist activity, the secretary of State has taken note of the July 19th announcement by the IRA of an unequivocal ceasefire, as well as the subsequent decision by the British government that the cease-fire was genuine in word and deed, permitting Sinn Fein to join inclusive all-party talks in Belfast. Under these circumstances, the Secretary of State continues to review the question of the IRA's designation. Obviously, any resumption of violence by the IRA is totally unacceptable to the United States and would have a direct impact on the ongoing review."
