When the triac is triggered, the charge voltage on the capacitor exceeds the triac's firing voltage, causing it to conduct and turn on the lamp. During the capacitor's discharge time, the triac remains on, and then it is triggered again when the capacitor charges, causing the lamp to turn off. This process is repeated at the frequency specified in the timing circuit, causing the lamp to flash on and off intermittently.
