ZAHARA LUYILIKA CALLS FOR SCRUTINY AS KAMPALA TRANSPORT BILL ADVANCES COUNCILORS BACK REORGANIZATION OF KAMPALA PUBLIC TRANSPORT BY JULIUS MUHUMUZA The Kampala Capital City Authority (KCCA) Council has received the second reading of the Kampala Capital City Public Transport Management Ordinance 2022; a bill designed to streamline and regulate the city’s public transport sector. The ordinance proposes relocating operators to gazetted taxi parks and reorganizing transport operations to restore order on Kampala’s streets. While the bill was well presented, Council Speaker Rt Hon Zahara Luyilika emphasized careful scrutiny before final approval, giving council members two weeks to debate and pass it into law. The proposed ordinance, which contains several sections guiding the management and operation of public transport in the city, was presented and read by Councilor Paul Kato, Chairperson of the committee responsible for drafting the bill. The ordinance seeks to reorganize public transport operations, including directing operators to vacate streets and relocate to gazetted taxi parks as part of efforts to restore order within Kampala.
