(13 Sep 1999) Indonesian/Nat Indonesian parliamentary leaders have given their backing to President B-J Habibie's plan to allow foreign peacekeepers into East Timor. But the Indonesian President warned the international community not to go to far in interfering with his country's internal affairs. Habibie spoke after meeting with legislative leaders at the presidential palace in Jakarta, a day after buckling under international pressure to allow U-N peacekeepers into East Timor. Meanwhile, U-N human rights chief, Mary Robinson, is due to meet with Habibie on Monday to discuss Indonesia's accountability for any human rights violations committed in East Timor. The province has been devastated by anti-separatist groups opposed to the majority vote for independence after the August referendum. The former Portuguese colony has been under Indonesian rule for 24 years. The Indonesian cabinet met with parliament members for talks on Monday to discuss the deployment of a U-N-sanctioned peacekeeping force into ravaged East Timor. Indonesia had been reluctant to allow international peacekeepers into East Timor, fearing they might get involved in separatist uprisings in Aceh and Irian Jaya. Habibie maintained that the Indonesian forces did their best to control the instability befalling the half-island territory. SOUNDBITE: (Indonesian) "The greatest problem is the unpredictable and uncontrolled exaggeration of emotion." SUPER CAPTION: B.J. Habibie, Indonesian President The policy reversal over international peacekeeping was a humiliating slap in the face for Indonesia's politically powerful generals, who failed to make good on a promise to the U-N that they could restore security on their own. Habibie sounded a note of regret in his decision. SOUNDBITE: (Indonesian) "The Republic of Indonesia is not in the state of war with anyone whosoever. The basis of the doctrine of development in Indonesia is to increase friendship with other nations and not to interfere with other nations' internal problems. And we also do not want our internal problems to be interfered with." SUPER CAPTION: B.J. Habibie, Indonesian President Meanwhile, U-N human rights chief Mary Robinson on Monday said the international community must hold Indonesia accountable for atrocities committed on East Timor. Robinson arrived in Jakarta just hours after Indonesia bowed to world pressure to accept outside peacekeepers in East Timor. Prior to her meeting with Habibie, Robinson has said the Indonesian army and the militias must be held accountable for their actions in East Timor. Robinson will present a report on the human rights situation next week to U-N Secretary-General Kofi Annan which she termed to be "very serious". Across town, Indonesian nationalists rallied in front of the Australian embassy. Although the leadership of the planned international peacekeeping force remains a subject of negotiation, Australia has continually maintained it would lead the force. Australia's readiness to intervene has angered some Indonesians, who interpret the move as interference in their domestic affairs. Nationalist demonstrations have been taking place on a daily basis outside the Australian Embassy in Jakarta. Attacks on Australian citizens have also been reported in West Timor where many of the pro-Indonesia East Timorese have gone since the vote for independence. The U-S embassy and U-N building in Jakarta have also been frequent targets of protests.
