Its drop rate is rather low, so you might want the character with the highest Luck stat to make the killing blow. Nepgear's "Gehaburn" sword from the "Apocalypse: Savior's Sorrow" side story seems to increase drop rate by quite a lot (empirical evidence; no solid proof), but if you don't have it, give the kill to Gust or IF.
