In neutral Turkey in 1944, German ambassador Franz von Papen meets countess Anna Staviska, a Frenchwoman and widow of a pro-German Polish count. Now destitute, the countess offers to become a spy for a fee, but her offer is turned down. Ulysses Diello visits the German embassy attaché Moyzisch and offers to furnish von Papen with top-secret British documents for £20,000. The Germans are unaware that Diello is both British ambassador Sir Frederic Taylor's personal valet and the late count's former valet. The pictured documents recovered from Sir Frederic's safe are genuine. Diello is given the code name Cicero and instructed to continue his deception. He sends Anna his money for safekeeping and pays her a piece of it in exchange for the right to use her new villa as a meeting location for his business activities. When the valet tells Anna about his desire of living in South America with her, she slaps him, but agrees to his terms.
