We come here for the Benign Intervention quest with Cait. As we progress through it, we learn the truth. Vault 95 was a vault of rehabilitation. No drug use was allowed, with the goal to prove their hypothesis that, given no alternative, people would become clean. However it has another purpose. On the 5 year anniversary of Vault 95, a secret cache of chems was to be opened. Well things went downhill quickly after that happened. How much? Well you'll have to watch to find out.
