Man flees on Suzuki Motorcycle due to "dope pipe" & crashes - Friend jumps (Arkansas State Police)

Report: On 7-10-2025 at approximately 1140 hrs, I, Trooper Blayn Lucas, was traveling southbound on Kerr Station Rd. near Sunset Road. I observed a blue sports-style motorcycle traveling northbound on Kerr Station Rd. with two occupants. When the motorcycle passed me, I observed that the motorcycle did not have a license plate displayed to the rear. I turned around at the intersection of Sunset Rd. and Kerr Station Rd. and began trying to catch up to the motorcycle to conduct a traffic stop on it. I activated my emergency lights to get around traffic and was able to get behind the motorcycle near the intersection of Kerr Station Rd. and Cardinal Lane. The passenger on the motorcycle, later identified as Randy Weller Jr., looked back at me, and it appeared that he was advising the driver, later identified as Michael Zuber III, that I was trying to stop him. Zuber drove past the next intersection, so I activated my emergency siren again and kept it activated. Zuber then again signaled back at me that he was going to pull over ahead. Zuber again drove past the next intersection and around the vehicle in front of him that had pulled over to the right side of the roadway. Weller jumped from the back of the motorcycle once Zuber passed the vehicle in front of him and ran towards the right side of the roadway. Zuber quickly accelerated the motorcycle and began fleeing from me. Zuber began braking hard, dropping his speed, and attempted to turn eastbound onto Liberty St., but was unable to. Zuber continued traveling northbound on Kerr Station Rd. reaching speeds of approximately 85mph. Zuber attempted to negotiate a turn to the right from Kerr Station Rd. onto S. Adams Street. Zuber drove across the opposing lane of traffic, off the roadway to the left, and onto the ditch. Zuber lost control of the motorcycle and laid it down. Zuber was thrown from the motorcycle and into the ditch, where he came to a final rest lying on his back. I exited my patrol vehicle and ordered Zuber to turn onto his stomach, where I was able to take him into custody. Zuber stated that he was running due to having a dope pipe on his person. I located a glass smoking pipe with burnt residue in the groin area of Zuber’s underwear. I placed the pipe on the roof of my patrol unit while I got Zuber situated in the backseat of my patrol unit. The pipe fell from the roof of my patrol unit and broke once it hit the asphalt. I collected the pieces of the pipe from the ground and secured them in the patrol vehicle. The Cabot Police Department responded to the area where Weller had jumped from the motorcycle to locate him. Weller surrendered himself to the Cabot Police Department, and he was transported back to the scene of the motorcycle crash. Metro Emergency Medical Services arrived on the scene and evaluated Zuber. Zuber was cleared by medical personnel on the scene. I made contact with Weller, who advised that Zuber had advised him that when I was trying to conduct a traffic stop on him, he was going to flee from me. Weller stated that he tried to get Zuber to pull over and stop, but he refused. Weller stated that he told Zuber to at least slow down enough to let him get off the motorcycle before he fled. Weller stated that he did not know why Zuber fled. Weller stated that he was not injured in any way and declined any medical attention. Weller was released from the scene. I made contact with Zuber and advised him of his Miranda Rights. Zuber stated that he understood and agreed to answer questions without an attorney present. Zuber stated that he was borrowing the motorcycle from a friend who was in rehab, and was also in the process of buying it from him. Zuber stated that he is just nervous around law enforcement, and that is why he fled. While speaking with Zuber, I noticed that he had body tremors, he was very talkative for someone nervous around law enforcement, and was very erratic with his movements. I asked Zuber when the last time he had ingested methamphetamine, and he stated that he had smoked earlier that day at approximately 7:00 am. Zuber’s motorcycle was towed from the scene, and I began transporting him to the Lonoke County Detention Center. While I was enroute to the Lonoke County Detention Center, Zuber began complaining of more injuries. I transported him to Springhill Baptist Hospital in North Little Rock to be medically evaluated. Zuber was charged with the following: 5-54-125(d)(3): FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH 5-64-443(a)(2): POSSESS DRUG PARAPHERNALIA METH COCAINE 5-65-103: DRIVING WHILE INTOXICATED - DWI 1ST DRUGS 5-65-205: REFUSAL TO SUBMIT TO CHEMICAL TEST 5-65-105: DRIVING DWI SUSPENDED LICENSE 27-50-308(b)(1)(B): RECKLESS DRIVING - 1ST 27-51-201: SPEEDING - MORE THAN 15 MPH OVER LIMIT 27-22-104: NO LIABILITY INSURANCE 27-14-304: DRIVING VEHICLE WITHOUT TAGS
