Compassion Cannabis film director Karina Palmer sits over zoom with John Entwistle Co-Author of Proposition 215, to recount the genesis of the piece of legislation that made California the first state to legalize medicinal cannabis amid the HIV/AIDS epidemic. Proposition 215, The Medical Use of Marijuana Initiative or the Compassionate Use Act, came on the November 5, 1996, general election ballot in California as an initiated state statute, and there it was approved. This victory set off a chain reaction across North America, thus changing the course of Cannabis Legislation in the United States. The passage of Proposition 215 is regarded as a decisive victory for the medicinal cannabis movement. It exempted patients and defined caregivers who owned or cultivated cannabis for medical treatment recommended by a physician from criminal laws which otherwise prohibit possession or cultivation of this plant medicine. Because of Proposition 215, California is one of the fourteen states that allow cannabis for medical uses.
