TOPANGA — On Saturday, April 12, 2025, recovery crews pressed forward along the Pacific Coast Highway (PCH), as federal and local agencies advanced efforts to rebuild in the wake of the catastrophic Palisades Fire. Santa Monica Closeup documented the latest phase of the operation, where the U.S. Army Corps of Engineers (USACE), working with Environmental Chemical Corporation (ECC), directed the demolition and debris removal of fire-damaged businesses in Topanga. ECC crews dismantled and cleared the remains of several properties, including Malibu Feed Bin, Oasis Imports, Reel Inn Malibu, the Topanga Ranch Hotel, Rosenthal Wine Bar & Patio, Wylie’s Bait & Tackle, and Cholada Thai Beach Cuisine. Heavy equipment operators utilized large excavators to reduce burned structures to rubble, while water was continuously sprayed to suppress airborne ash and dust during removal. Freedom Forest Management specialists were also on-site, conducting hazard tree removal to eliminate potential safety threats from fire-damaged vegetation. USACE crews continue to clear hazardous debris, compromised structures, and damaged vegetation across the region. Property owners have been required to submit Right of Entry forms, allowing federal teams to access affected sites. Officials estimate that approximately 4.5 million tons of debris will be removed during this phase of the recovery mission. Strict access controls remain in place along the PCH corridor, with National Guard troops, LAPD officers, Los Angeles County Sheriff’s deputies, and California Highway Patrol officers maintaining checkpoints and enforcing a 25-mph speed limit. Access is restricted to first responders, authorized personnel, and credentialed media, while residents and contractors must present special entry passes. The Palisades Fire, which ignited on January 7, 2025, scorched more than 23,000 acres and destroyed nearly 7,000 structures before full containment was reached on January 31. Recovery efforts continue across the burn zone, as state and federal agencies work to rebuild critical infrastructure and restore the fire-scarred coastline.
